Cottbus ist als größte Stadt der Lausitz das Zentrum einer vom Tagebau geprägten Region. Nach einem Schrumpfungsprozess hat sich die Stadt bei ca. 100.000 Einwohnern stabilisiert. Der Tagebau Cottbus-Nord wurde im Dezember 2015 geschlossen. Derzeit laufen Vorbereitungen für seine Flutung. Östlich der Stadt wird ein neuer Landschaftsraum mit dem neuen Ostsee entstehen, der einen Paradigmenwechsel der Stadtentwicklung einläutet. Der ungeliebte Osten der Stadt, wird zum potentiellen Zukunftsraum. Cottbus bekommt einen Stadthafen und der Stadtteil Sandow – zentrumsnah an der Spree gelegen – wird das räumliche Bindeglied zwischen See und Innenstadt. Im Entwurf werden drei räumliche Ebenen bearbeitet: Strategieraum: Anbindung der Innenstadt an den Ostsee; Städtebaulicher Entwurf: räumliches Leitbild für den Stadtteil Sandow; Vertiefungsbereich: Ausarbeitung eines Entwurfsschwerpunktes.

Cottbus, the biggest city of the Lausitz, is the center of an open-cast coal mining region. After a process of urban shrinkage, the population of the city is stable at around 100.000 inhabitants. The open-cast coal mine Cottbus-North was closed in December 2015. Its flooding is in preparation to create a new lake Ostsee. East of the city, a new landscape will develop, which will initiate a paradigmatic change of urban development. The unloved East of the city becomes a potential space for its future. Cottbus gets an urban harbor and the district Sandow – located close to the center at the Spree – becomes the link between the new lake Ostsee and the inner city of Cottbu. In this design project three spatial scales will be addressed: strategic design: link of inner city to the lake Ostsee; urban design: spatial concept for the district Sandow; spatial focus: elaboration of a core area.
